Tasks and function of the trade union

“Industry Professional Union of Healthcare system workers “SENIM” 

In order to ensure the interaction of health care workers with Employers, local executive and authorized bodies, as well as with the leader of the trade union movement in Kazakhstan – the Federation of Trade Unions of the Republic of Kazakhstan – on April 12, 2018, an initiative group of citizens, medical workers from 14 regions of the Republic of Kazakhstan, decided to create a new public association – the Republican Public Association “Sectoral Professional Union of Health Care Workers “SENIM” (hereinafter referred to as “SENIM”) and on April 24 this year. registered with the judicial authorities.


At the founding congress of SENIM, a unanimous decision was made to join the Federation of Trade Unions of the Republic of Kazakhstan as a member organization, on June 22, 2018, SENIM was accepted into the Federation of Trade Unions of the Republic of Kazakhstan.


The strategy of the newly created trade union association “SENIM” is to increase responsibility in the regulation of labor relations, effective protection of socio-economic and labor rights and interests of employees, development of social partnership, improvement of organizational and financial work, increasing the responsibility of trade union personnel, training their reserve, active participation in the socio-political life of the country.


At the same time, considering that the membership fees paid by members of the Trade Union are intended to protect the rights and interests of Trade Union members, pay qualified consultants during collective bargaining and collective bargaining, provide material assistance to members of the Trade Union, organize cultural and sports events, as well as other statutory activities — the Charter of the Trade Union “SENIM” provides for the return to the primary organization of membership fees in the amount of 65%. This factor will contribute to increasing the role of trade union leaders of primary organizations: in resolving labor disputes, finding compromise solutions in emerging labor and social disputes, with the involvement of professional specialists to resolve conflicts.


In order to ensure transparency in the use of membership fees of the SENIM Trade Union, only non-cash payment is provided, the role of control and audit commissions has been strengthened.


A special role is assigned to Collective Agreements concluded by the Employer with employees of the organization, where the SENIM Trade Union will act on behalf of the collective. It should be noted that regulatory legal acts of the Ministry of Health of the Republic of Kazakhstan, as well as legislative acts on labor protection of the Republic of Kazakhstan provide benefits and guarantees for employees of the healthcare system, but often the Employer ignores the stipulated norms. In this case, the SENIM Trade Union assumes obligations, through the conclusion of Collective agreements with Employers, to provide all the benefits and guarantees provided, as well as responsibility.


The key and priority issues for the SENIM Trade Union that need to be addressed at the legislative level are the protection of honor and dignity, and sometimes the lives of employees of the healthcare system who find themselves in various abnormal and non-standard situations while performing official duties.


Trade unions are called upon to protect the interests of healthcare system employees not only in labor disputes, constructive reform of the trade union movement is needed, including raising the status of a healthcare system employee through the improvement and introduction of new forms of wages and remuneration systems.
